§1.Order of the state veterinary inspection over production, storage and shipping of animals, raw materials and food products in the process of keeping and breeding of animals, poultry, fish and bee.
3. The state veterinary inspection over production, storage and shipping of animals, raw materials and food products in the process of keeping and breeding of animals, poultry, fish and bees includes:

- veterinary and sanitary situation in farms, poultry factories, pastures, hay and honey lands for infections and invasions, soil, water and plants contamination with toxins, pesticides and other harmful substances;

- availability of veterinary facilities(animal bathing and delousing establishment, quarantine premises, insulator, veterinary clinic, veterinary point etc., depending on animal species, produced products);

- fulfillment of epizootic, treatment and prophylactic surveillance and other special veterinary measures;

- availability of accompanying documents for feeds and feed additives(veterinary certificates);

- laboratory surveillance of feeds, feed additives quality and security during their entering to enterprises and poultry factories as well as their storage;

- quality and safety of preparation using in veterinary, availability of certificates for these goods;

- health condition of animals, birds, fish, bees (herein animals) through regular clinical surveillances and laboratory tests;

- sanitary condition of equipment and tools for entered the agriculture farms and poultry factories raw materials and food products;

- implementation of disinfection, pest and vermin control in the agriculture farms;

- maintenance of set terms of animal origin products after using in animals veterinary preparation and feed additives with therapeutically and stimulating impact;

- use or disposal of products derived from infected animals;

- use of products for feeding, technical and other purposes derived during vaccination, treatment and stimulation of animals;

- availability and proper record keeping of approved documentation;

- condition of vehicles and containers for shipment of animals, birds, food commodities and food products;

- maintenance of veterinary and sanitary requirements during storage food commodities and food products derived in farms and poultry factories;

- registration of veterinary accompanying documents for the transport of animals and birds, food commodities and foodstuffs.

§2. Order of the state veterinary inspection during slaughter of animals, poultry and meat processing:
4. The state veterinary inspection during slaughter of animals, poultry and meat processing includes:

- availability of veterinary and sanitary certificate for production conditions, state and veterinary accreditation;

- year of enterprise foundation, capacity, status of industrial enterprise and goods export;

- enterprise conformity in accordance with the OIE requirements and availability ISO system certificate and other production and importation certificates;

- veterinary establishments of agriculture enterprises (place for prior slaughter surveillance, quarantine premises, insulator, slaughterhouse, etc. depending on animal species, produced products);

- condition of disinfection barriers and animal bathing and delousing installation where import and shipment of animals and birds is implemented;

- condition of vehicles and cells using for animals and birds shipment;

- registration of veterinary accompanying documents depending on mentioned animal species and number entered the slaughterhouse;

- animals keeping in quarantine in cases provided by current the legislation;

- prior surveillance of delivered animals and birds;

- providing of conclusion on further direction of animals for slaughter or animals stamping out according the veterinary and sanitary indicates;

- disinfection of territory, premises, equipment and vehicles as well as pest and vermin control;

- post slaughter veterinary and sanitary testing;

- conducting of additional surveillance of products (histological, bacteriological and parasitological, etc.);

- meat marking according to veterinary and sanitary expertise results;

- capacity and quality of refrigerators for animals carcasses and half-carcasses, availability of marks and stamps on meat, time and temperature, storage mode until separation of meat from bones meat cutting to categories;

- providing of conclusion on further processing and selling of produced goods for food purposes.

- maintenance of technical requirements during production, veterinary and sanitary condition of technological equipment;

- maintenance of technical requirements during production delivery to the refrigerators;

- sanitary condition of vehicles and containers using for shipment of food commodity and products;

- conformity of derived meat and animal origin products for processing to accompanying veterinary documents;

- conditions of meat processing in depending of its category;

- control of meat separation from bones;

- control of cartons(paper boxes) production, veterinary and sanitary conditions, their decontamination, time and temperature regime of meat freezing in tile freezer;

- record of conclusion and acts for rejected meat, meat products and technical raw materials;

- disposal and destruction of animals and birds corpses, veterinary confiscation of rejected meat and other meat and other products;

- packing of frozen meat in paper boxes and identification of iron in products and also capacity and temperature regime of meat storage in refrigerators;

- control of temperature of products in ware house installed with freezing equipment until its export, capacity and number of refrigerators;

- centralized control of temperature regime of products storage in refrigerators;

- record of approved veterinary documentation;

- sanitary condition of vehicles using for shipment of products in enterprises;

- delivery of accompanying veterinary documents of approved form according the results of veterinary and sanitary requirements and fulfillment, veterinary and sanitary assessment of produced goods;

- Individual hygiene of personnel, disinfection and processing of meat for food purpose derived from infected and depleted animals and compulsory slaughter;

- organization and implementation of institutional control, particularly laboratory tests;

- number of veterinary personnel in enterprises, particular in state sector;

- list of farms and private sectors engaged in growing animals and poultry;

- identification of products, animal origin raw materials, volume and packing including accompanying documents;

- decontamination and purification of drinking water or water using in purification plants, volume and using of water after decontamination and purification;

- epidemiological situation of enterprise location;

- enterprise experience in production, using of international standards and requirements.




§3. Order of the state veterinary inspection during milk processing
5. The state veterinary inspection during milk processing includes:

- availability of veterinary and sanitary certificate for production conditions, state and veterinary accreditation;

- year of enterprise creation, capacity, status of industrial enterprise and goods export;

- conformity of enterprise in accordance with the OIE requirements and availability ISO system certificate and other production and importation certificates;

- control of disinfection facilities, animal bathing and delousing establishment where is fulfilled delivery of milk and milk products;

- conformity of supplied products with veterinary accompanying documents, availability of marking on containers;

- maintenance of requirements during washing and disinfection of transport means, containers and other facilities using for milk and milk products transportation from farms;

- maintenance of requirements of milk delivering from infected herds ;

- security of milk entered for processing according to epizootic analysis;

- exclusion of milk supplies for processing without maintenance of waiting period after fulfillment of targeted prophylactic treatment of milk cows;

- maintenance of veterinary and sanitary requirements during storage, pasteurization and processing of milk commodities;

- maintenance of private hygiene of personnel;

- organization and implementation of institutional control, particularly laboratory tests;

- fulfillment of veterinary and sanitary measures as disinfection, pests and vermin control;

- order of delivery of accompanying veterinary documents of approved form according the results of veterinary and sanitary requirements and fulfillment, veterinary and sanitary assessment of produced goods;

- conformity of establishments under control with approved requirements for export and delivery of export number;

- number of veterinary specialists in enterprises including state sector;

- list of farms and private farmers producing milk;

- control of paper packs preparation process and their disinfection;

- packing, marking and marketing of products;

- control of temperature regime of products storage in warehouses with freezing equipment until its export, capacity and number of refrigerators;

- decontamination and purification of drinking water or using water in purification plants, volume and using of water after decontamination and purification;

- epidemiological situation of enterprise location;

- enterprise experience in production, using of international standards and requirements.


§4. Order of the state veterinary inspection during fish and seafood processing.
6. The state veterinary inspection during fish and seafood processing includes:

- availability of veterinary and sanitary certificate for production conditions, state and veterinary accreditation;

- conformity of supplied products to veterinary accompanying documents identifying its origin, quality and security;

- maintenance of veterinary and sanitary requirements during transportation, shipment, warehousing, storage of delivered commodities;

- order of veterinary and sanitary expertise (in availability of indicates –laboratory test) of delivered commodities;

- implementation of technological processes during processing of fish products and its decontamination regarding parasites indicates;

- veterinary and sanitary assessment(veterinary and sanitary expertise) of produced goods in the enterprise;

- providing of conclusion for technical processing, disposal of industrial wastes и rejected meat;

- order of using and utilization of industrial wastes and rejected products according to provided conclusion;

- order of disinfection measures in premises, equipment, facilities and vehicles as well as pest and vermin control;

- condition of transport means using for shipment of goods from enterprise;

- order of products direction for disinfection and disposal;

- fulfillment of private hygiene measures of personnel;

- organization and realization of institutional control including laboratory test;

- fulfillment of veterinary and sanitary measures on disinfection, pest and vermin control;

- order of issue of accompanying veterinary documents of approved form according the results of fulfillment of veterinary and sanitary requirement and veterinary and sanitary assessment of produced goods;

- number of veterinarians in the enterprises including state sector;

- epidemiological situation of enterprise location;

- control of temperature regime of products storage in warehouses with freezing equipment until its export, capacity and number of refrigerators;

- enterprise experience in production, using of international standards and requirements.



§5. Order of the state veterinary inspection during fish production and fishing.
7. The state veterinary inspection during fish production and fishing includes:

- availability of veterinary and sanitary certificate for production conditions, state and veterinary accreditation;

- epizootic, veterinary and sanitary condition of internal ponds;

- fulfillment of veterinary and sanitary measures;

- maintenance of using fishing tools, inventory, warehouse and vehicles of fish products transportation with approved veterinary and sanitary requirements;

- maintenance of quantity of fishing and other aquatic animals to veterinary and sanitary requirements;

- order of samples selection to conduct veterinary and sanitary expertise and laboratory tests;

- order of conclusion issue on using of production for food, direction of products for disinfection and disposal;

- implementation of measures on private hygiene of personnel;

- organization and realization of institution control, including laboratory surveillance;

- fulfillment of veterinary and sanitary measures, disinfection, pest and vermin control.

8. Accreditation is conducted once in 5 years.

9. Travel expenses of experts are paid for account of production enterprises or entrepreneurs.

10. After the checking of local production enterprises, CIS enterprises, foreign States and providing of conclusions by experts in Veterinary Service for accreditation of physical and legal persons implementing import animals, animal origin products; foodstuff; supplement into the territory of Republic of Tajikistan will be issued the Accreditation Form. (Appendix 1).
